If the second tiebreaker is now winning% against all Region D qualifiers then I'd say Burton boys may get in over RC, TW, Ervinton, and Council.

Those are the rankings assuming Haysi won. If Haysi lost to TV, then they fall to 7 with Lee being 4, Kelly 5, and Coeburn 6.

Didn't they finish last in the LPD? If so wouldn't they have to had finish 3rd in the tournament to be eligible?
